Understand recovery and aid needs

The village is cut off. What does it need most right now?

When roads are cut off, outsiders struggle to check damage and aid conditions. Records from residents and organizations already there help narrow the information gaps.

The questions behind the headline

Suppose flooding cuts off the roads. An outside assessment team cannot enter right away. Local checks are needed to learn whether mapped facilities are open, whether water and electricity are available, and which help is needed first.

Residents and local organizations already in the village can report what they observe within their safe everyday surroundings. Recording when they checked and which areas remain unconfirmed helps outside teams prioritize their next contacts and checks.

Assessing flood damage and recovery needs in Laos

The UN in Lao PDR published findings on flood impacts and recovery needs. Joint government and UN teams collected information in 17 villages across six affected provinces from 13 to 19 September 2026. Communities identified seeds, fertilizer, irrigation repairs and restoration of essential services as priorities.

What to ask people on the ground

The proposal below adapts a published example to HUMINT. It does not imply that the referenced organization uses HUMINT.

Assume damaged roads prevent an outside team from visiting a village. Ask residents and organizations already there for safely checked public-facility operating status, access conditions and observation times. Do not request travel or entry into hazardous areas; leave places without contact unconfirmed.

Requirement

In this village that is difficult to reach from outside, what essential services can be checked safely now, and what support is needed most?

Define safely accessible public facilities and the observation period. Ask for operating hours, access instructions and unverified points, reporting conditions at area level rather than collecting names, faces or contact details.

Follow-up questions

  1. From your current safe location, what can you verify about drinking water, electricity and public aid facilities?
  2. Which support needs have you checked directly, which were reported by others, and which areas remain unconfirmed because contact was not possible?

Evidence to request with the answer

Facility records safely collected by local residents and organizations, public-notice photos and community-level support needs. Include the check time and distinguish direct observation, secondhand reports and unconfirmed information.

Fields to record

Include these fields in the report or CSV to connect observations with supporting files.

  • facility_code
  • checked_at
  • operating_status
  • public_hours
  • access_note
  • verification_status
  • evidence_ref

How to read the limits of the evidence

Do not fill inaccessible areas with guesses. Separate safe firsthand checks from secondhand accounts, and recheck older reports through local organizations. Review reports to keep residents' faces, names and precise locations out of public view.

  • Link facility codes, check times, operating status and evidence, explicitly marking unverified fields rather than leaving them blank.
  • Exclude faces, names and personal contact details. Enable the responsible organization to recheck conditions, which may change after the report.

Even for places outside teams cannot reach, it becomes clearer what has been checked and where more contact is needed. Aid organizations can use local records to prioritize their next checks and conversations.

Participation and rewards

Separate the public overview from restricted details and set access levels and approval conditions. Deposit the reward and fee reserve, then review each submission package and its proposed HRS reward before approving recipients. Participation can be rated independently of payout selection.
